Dr. Duncan received an Associate in Arts degree from Amarillo Community College in 1959 and a Bachelor of Arts (History) and a Master of Arts (Political Science) from Texas Technological College in 1961 and 1964, respectively. He was awarded a Doctor of Philosophy (Public Policy) from George Mason University in 1995.

Robert served as an Intelligence Officer in the United States Air Force from 1963-1967 with stateside tours in Colorado, Florida, and Ohio, and overseas tours in Vietnam and the Philippines.

He joined the Central Intelligence Agency (CIA) as a Career Trainee in 1968. During 26 years with CIA, Robert served as an analyst, instructor, first-line supervisor, staff officer, and manager in three of the Agency’s four Directorates—Intelligence, Science and Technology, and Administration. He has 12 years experience as a trainer and instructor with the CIA and is a certified instructor in the Myers-Briggs Temperament Indicator.

Dr. Duncan was an Assistant Professor in Political Science at Guilford College in Greensboro, NC and an adjunct Instructor at Greensboro College. He consulted in the public and private sectors in human and organizational resource development, leadership, management, and emergency management. His client list includes the Central Intelligence Agency, Wrangler Division of Vanity Fair, the Hospitality, Financial, Technical and Professionals Association, New Hanover County, North Carolina Department of Emergency Management, and erp&m of Princeton, New Jersey. Robert has also served as a volunteer for the New Hanover County, North Carolina Department of Emergency Management.

On a personal level, Dr. Duncan resides in Arizona, is married to Kathy Keay, and has four grown children—three sons and one daughter—one grandson and three granddaughters—one great-granddaughter. His avocations include graphoanalysis and parapsychology.
